Provide information about actions that can be taken in the comment widget or in a file which contains comments.

Description

Controls whether or not the attached screen reader will give some extra information related to the comment widget. On my system, setting this to true only gives information on how to open the Accessiblity Help when in a comment widget or a file that has these comments.
